The article goes in to reasons why it has dipped so low. The author talks about all kinds of factors such as the condition of hospitals and the fact that school gets out at 1 p.m. and so families are struggling to find baby sitters.
The two things not mentioned in the article - artificial birth control and abortion. Denial ain't just a river in Egypt!
